This Communiqué lays down principles and procedures relating to inspections of these products with respect to their compliance with human health and safety standards, for products (laid down in Annex to this Communiqué) which are to be placed under Release for Free Circulation Procedure.
The control certificate and/or the conformity letter (to be drawn up by the Ministry of Health) is submitted to the customs administration by the importer or its representative during the registration of the declaration of the products which fall into the scope of this Communiqué.
